Management of Volunteers in Health Sector Governmental Organization (Case Study) Cancer Foundation Indonesia Branch of Yogyakarta Special Region

ABSTRACT: Background: Cancer remains a public health problem with high annual incidence rate. In the developing nations, about 25 millions of people survive from cancer. If treated with proper therapy, the development of cancer can be suppressed. Therefore, public health programs for preventive measure are necessary. They include screening, early detection, palliative treatment, and post-recovery followup. Yayasan Kanker Indonesia (YKI), or Indonesian Cancer Foundation (ICF), Yogyakarta is non-profit organization, which specializes in social and humanity health sector as well as cancer eradication. Indonesian Cancer Foundation (ICF) aims at facilitating cancer eradication by conducting some promotional, preventive, and supporting programs. Its operational program is PEDULI. Firstly, ‘PErhatian’ (affection) means that cancer is not a problem of individual cancer patients and family. Secondly, “DUkungan” (support) means moral and material support based on its organizational capacity. Thirdly, “LIndungan” (protection) means that the organization provides protection for the cancer patients and motivates them to find the best solution to manage the disease and to improve their quality of life. Objective: To analyze management of volunteers at the non-governmental organizations of Indonesian Cancer Foundation (ICF), Branch Office of Yogyakarta Method: A descriptive qualitative research was conducted using case study design and purposive sampling technique, namely, sampling technique with certain data and considerations. The research explored information from some subjects that included 2 active members of ICF Yogyakarta and 6 active volunteers, namely: 3 survivors and 3 non-survivors. Results: Organization of volunteers in the Indonesian Cancer Foundation (ICF) had been managed and appointed by means of meeting, which is conducted every 5 years. Each division in the committee evaluates the programs, which were not implemented in a particular year, and formulates future program. Management of volunteer organization at the Indonesian Cancer Foundation (ICF) Yogyakarta was directly coordinated by the foundation committee. The volunteers were directly involved in all of the programs. This aimed at establishing a good coordination between the committee of ICF Yogyakarta and the volunteers. According to some studies, the number of volunteers at ICF Yogyakarta was not sufficient, but all of the programs, which involve the volunteers, were implemented successfully. This was because the volunteers were highly motivated to do their jobs. Conclusion: Volunteers who have background experience as a survivor is very important and effective in assisting.
